In December 2022 there are two scheduled public meetings for proposed development at 350 S Fifth Ave (Y Lot). On Wednesday, December 14th, the plans will be presented to the Design Review Board for approval. On Thursday December 15th, Ann Arbor Housing Commission will hold a resident participation meeting.


The proposed plans will be before the Ann Arbor Design Review board on December 14, 2022. This meeting includes opportunities for public comment.

From the staff report:

The proposed concept includes two attached towers that will accommodate a total of 296 dwelling units (201 in the east tower and 95 in the west tower). The west tower is anticipated to be owned and managed by the City of Ann Arbor Housing Commission and will consist of affordable housing units while the east tower is anticipated to be owned and managed by a private entity and will consist of mostly market rate units. The west tower is proposed to be 17 stories tall while the east tower is proposed to be 18 stories tall (approximately 231 feet tall).

There will be a resident participation meeting held by the Ann Arbor Housing Commission to discuss the proposal.

On May 1, 2018, Ann Arbor City Council approved a “resolution of intent” recommending 350 S Fifth Ave be developed for affordable and workforce housing.

On April 20, 2020, Ann Arbor City Council directed the City Administrator and Ann Arbor Housing Commission to create application materials and review/recommend development entitlements for 350 S Fifth Ave.

On April 4, 2022, Ann Arbor City Council approved an ordinance rezoning 350 S Fifth Ave from D1 (Downtown Core) to PUD (Planned Unit Development District). This PUD allows for more height (up to 275 feet) and lifts requirements for driveway width, building frontage, and street trees along Fourth and Fifth Avenue right of ways. No parking will be required. In exchange, a minimum of 100 (40% of total) residential dwellings will be affordable dwelling units, property will be allocated for Blake Transit Center expansion, there will be no curb cut on William, and the building will be fully electrified.

Resident Participation Meeting Notice

RESIDENT PARTICIPATION MEETING
HELD BY THE ANN ARBOR HOUSING COMMISSION
FOR A PROJECT AT 350 S. FIFTH AVENUE (FORMER Y-LOT)

The Ann Arbor Housing Commission is proposing a new 18-story multi-family development on the existing parking lot at E. William Street between Fourth and Fifth Avenues. The project will provide approximately 95 affordable housing units in the west tower, 201 mixed-income units in the east tower, and first floor retail space. The downtown location and proximity to the Blake Transit Center and William Street Bikeway provide unique opportunities to utilize the existing alternative transportation network.

It is anticipated the project will be presented for site plan approval by Planning Commission in spring 2023.
