From the City website:

Why is this project being done?

The existing concrete pavement is failing and in need of repair. The infrastructure repair project provides an opportunity to incorporate non-motorized transportation features along the corridor.

By reducing the number of lanes south of Stimson from 4 lanes to 3 lanes, continuous bicycle lanes can be provided along both sides of the entire S. Industrial Highway corridor.
