Temporary Traffic Control Plan:

Beginning Monday, July 8, Stone School Road will close to traffic in the southbound direction between I-94 and East Eisenhower Parkway. During this closure, the contractor will detour traffic westerly on East Eisenhower Parkway, southerly on South State Street, and easterly on West Ellsworth Road back to Stone School Road.

The contractor will maintain one-way traffic on Stone School Road through the construction area with one lane operating in the northbound direction. The contractor expects this closure and the related work to continue through Friday, Aug. 9, 2019, weather permitting. The contractor will maintain pedestrian traffic during construction.

Stone School Road between I-94 and East Eisenhower Parkway.

Description of Work:
The contractor, Cadillac Asphalt, and subcontractors will be performing road construction as part of the 2019 Street Resurfacing/Restoration Project. Construction activities involve partial depth pavement removal and repairs; removing and replacing segments of concrete curb and gutter; shoulder widening and minor drainage work; driveway approach, sidewalk and sidewalk ramp work; and repaving of the roadway.

NOTICE OF CONSTRUCTION

Stone School Road (I-94 to East Eisenhower Parkway)

Project Overview

Next week the City of Ann Arbor will begin construction on Stone School Road as part of the citywide 2019 Street Resurfacing/Restoration Project. Work will include:

  • Partial and full depth removal and replacement of the asphalt pavement to eliminate potholes, provide a smoother driving surface, and increase the service life of the roadway.
  • Replacing storm water inlets, segments of concrete curb, areas of concrete sidewalk; minor drainage work and ditch cleanout; trenching and shoulder widening along both sides of the roadway to accommodate new bike lanes; and upgrading or installing new concrete sidewalk ramps (as required to meet current Americans with Disabilities Act standards).

Construction staking, videotaping, and “Miss Dig” utility markings (colored flags and paint markings) may have occurred recently and will continue throughout construction. These provide important information to the construction crews – please do not disturb.

Schedule

On Monday, July 8, 2019, the project contractor, Cadillac Asphalt, and its subcontractors will start construction and expect to complete the work in approximately 4 to 5 weeks, weather permitting.

Construction Phasing and Maintenance of Traffic

The contractor will complete construction in two phases and work on one-half of the roadway at a time while maintaining vehicular traffic on the other half. Phase I construction involves the west side of the roadway, and Phase II involves the east side.

During construction the contractor will close Stone School Road in the southbound direction between I-94 and East Eisenhower Parkway and detour traffic west on East Eisenhower Parkway, south on South State Street, and east on West Ellsworth Road back to Stone School Road. It will maintain one-way traffic on Stone School Road through the work zone with one lane operating in the northbound direction of travel.

The contractor will maintain pedestrian traffic and access to properties during the majority of the project. Temporary vehicular access restrictions may occur during loading/unloading of construction materials and during the removal and placement of concrete or asphalt pavement.

Impacts to Property Owners and/or Occupants

Driveways will remain accessible during the project except during certain construction activities. These include the trenching work to widen the shoulder along the roadway and the removal and replacement of concrete, asphalt or gravel driveway approaches. When replacing a concrete approach the contractor will also need to restrict driveway access for 3 to 4 days while the concrete cures. Where properties are accessible from more than one location the contractor will alternate work and completely close one location while keeping the other(s) open until the work at each is complete. If, due to special circumstances, you require uninterrupted access, please contact the City in advance.

Concrete curb and gutter replacement will generally include 1 to 2 feet of excavation in the directly adjacent public right-of-way, while the trenching and shoulder widening will involve excavating 5 to 10 feet from the existing pavement edge. The contractor will restore all damaged lawn areas resulting from this work. If you are aware of an underground sprinkler system, invisible fence, or any other buried feature(s) near the roadway, please contact the Project Manager listed below. Although privately owned features should not be buried in the public right-of-way (generally the area directly behind the curb), we will proceed with caution during excavation if brought to our attention in advance.

Unfortunately, if we damage privately owned features buried in the public right-of-way we may not be able to make repairs or provide reimbursement. Unfortunately, the construction will generate dust, noise, and other possible inconveniences. We will do what we can to minimize these.

The City and contractor will work together to maintain refuse/recycling/compost collection, utility services, and mail delivery throughout the project duration. Please place your refuse/recycle/compost bins in their normal location(s) the night before your scheduled pick-up. The contractor will temporarily relocate mailboxes onto Baylis Drive, unless directed otherwise by the Post Master.
